Position yourself so the face is on the right and the back panel is on the left. Immediately above PCI slot 1 is a single jumper block label SOUND or JP6, remove the jumper and slip it back down over just 1 of the 2 contacts so that the jumper block is now open instead of closed.
You have disabled your onboard sound card. Now install your new sound card into either a PCI or ISA slot, whichever is appropriate for your sound card. Remove the audio cable from your CDROM drive where it attaches at the motherboard and attach it to your new sound card. Make sure your new card is properly installed and secured into the case. Finally stand the computer back up, install and secure the cover and reattach the power cable.
Now boot into Windows 98, the new sound card should be detected, you will need to load the appropriate drivers, you may need to enter the Sounds applet in Control Panel to reconfigure your sound scheme.
